How about this?
I help the boy get to shore and I ask him if he wants to go home?
If the boy says yes, I contact his parents and tell them his whereabouts and pay to have him sent home.
If he says no, I ask him if he really wants to leave his family behind for his own reasons before he's even old enough to own a car, then send him home anyway.
A child is still a child and he needs to grow up a bit before he gets to make such drastic choices.

The problem is we don't know what his definition of a better life is. The better life for a viking warrior is land and slaves, the better life for a prospective serial killer is plentiful victims, the better life for a paedophile is... well you can see where I'm going with this right? Sure, maybe he 'just' wants wealth, fame and fortune, but how will he achieve that with no support network?
We have a name for those whose duty it is to give others a better life. Servants.
If you take up the role of aiding another, then that it is your choice. If you take in that boy, do so only after knowing why he seeks aid, not because anyone forced you and because you feel he is worth your effort.
That boy will require a lot of aid; education, food, shelter, clothes, etc. Rescuing him is not a singular act, it will be an ongoing strain on your own resources until he can stand on his own two feet. Worse, it is a cost you may or may not see a return from, especially if they latter choose to return to their home country.
Sure, you may decide, considering all the above, that you can support that child and rescue him. But what about the next child? And the next? Ten children? Twenty? When do you look at the children you currently support, and say "I cannot save the next child" because your resources are too thin to support the ones you have?
When do you choose to turn back the boats?

That’s easy NOOOOO…. for one ☝️ I can’t swim 🏊 an two that’s what we have a coast guard service for an three he should be put on the next plane ✈️ back to his loving 🥰 parents who miss him tremendously but what we get is they will invite his parents over to stay on our expense an then later we learn the so called loving parents did this on purpose 🤭💖

the problem with this story is we know about the boy, his parents and his dreams. this humanises him in a way that is completely different from when you just read in a paper about some nameless boy who is dying right now - just like another thousand nameless boys. so you would feel compelled to do something about this one but it means nothing because you would not feel compelled to do anything about the others.
