Two possibilities. 1. The back brakes locked up when he braked hard due to lack of maintenance. 2. Driver thought ripping up on the emergency brake handle would help avoid the collision. Either way, the back brakes locked up and he went all sideways.
I'm betting metal on metal back brakes. Sure they only do a small fraction of the braking, but if they lock up this will happen

The driver was already following to close and didn't notice everyone ahead using brakes until about to late.

Most likely his ABS is disabled, some vehicles use the ABS pump for proper front to rear proportioning and can easily send too much to he back.

That would be the driver. No fancy driver assist features on that old Accord. Driver laid on the brakes and wasn't ready for where the car went.
