The bisharp you're evolving requires the leaders crest to evolve.

Step 1 and the ānoteā is wrong.
The bisharp you want to evolve must have a leaders crest, so you need to catch one of those leader Bisharp and either evolve that one or give the crest it is holding to the bisharp you want to evolve. The rest of the video is accurate.
And the Bisharp needs to be at lvl 55 or above to evolve.

You can also get the held item by using the move theif incase you catch a shiny or breed a perfect bisharp.
