This and the suppression mechanic in Battlefield are some of the better ways I've seen to balance snipers.
For those that don't know, Battlefield 3 and 4 have a mechanic where if you shoot at an enemy (but not necessarily hit them,) it gives them a slight debuff that makes their vision blurry, causes extra scope sway and lowers the accuracy of their guns. So, if you just shoot at a sniper, it makes it very difficult for them to shoot you accurately. LMGs had the most potent suppression effect, giving them a distinct advantage over other guns in certain situations.

Love this mechanic and it was a very good incentive for the player to learn to shoot snipers without zooming in. I remember back in the day I used to love popping players from a good distance in 3 or reach, would make them angry if I could hit them while in a vehicle. Used to be really good with it, sadly lost that skill over the years can still kinda do it but not as good with headshots anymore.

the descoping mechanic also helps seriously curb camping, hence camping is much less of a problem in halo as it is in other fps games (ofc this isnt the only reason the longer kill times help)
it benefits strategic and aggressive play which moves the game forward making it more exciting and engaging, without descope halo wouldnt have seen as much success, one of the reasons halo 4 performed so terribly

Even with the zoom out, I still get the snapshot off, or have a good idea of where my reticle needs to be. Pre aiming. I would agree with newer players tho as Iāve played since 2001. But if you allow me to zoom, most times itās already over, I only need it for a second to get the shot off, and even then prob using it for precision across larger maps. It is a good balance mechanic for sure.

Crazy how Bungie figured this out like 20 years ago but nearly every other FPS since can't get Sniper balance right
