Yes, youre at fault. Anytime i come to a busy intersection i need to turn left from, i wait at the solid white line. If the light turns yellow, i just wait for a green arrow rather than hurriedly try to force my way into the intersection last second, just like you and the car who had the right away that you almost collided with.

Technically both would have contributed to a collision, but legally, switching from one lane to the other means you were the one who can only PROCEED IF IT SAFE TO DO SO. Therefore, you would be liable.

Where I live, it is forbidden to turn left at a traffic light unless there is a dedicated turn signal or it's a one way street (no oncoming traffic). People are selfish and/or dumb so they just took it out of the equation.

Neither of you was in the wrong because there was no collision. You yielded right of way (albeit at the last moment) as you should have. Had there been a collision, however, you would have been at fault.
