Um… actually, Al Gore didn’t declassify them, Bill Clinton did, the VP doesn’t have many formal powers (Tie breaking vote in senate, First in presidential line of succession, Can assume the powers and duties of the presidency if they and a majority of the principal members of the cabinet or a congressional body find the president incapable of executing the power and duties of the presidency, for about 27 days in the best case scenario unless a supermajority of both Houses of congress decided the president still incapable within those 27 days). so even if Al Gore championed it and Bill Clinton had nothing to do with that, he would of still needed Clinton’s approval to have the documents declassified.
