When we were in elementary we never had phones. Only until we reached high school. However, these days kids as young as 3 have phones. We never allow our niece to have one though. We let play with it for sometime but when we find out that she excessively uses it for no reason just to waste her time, then it's ready for the bin.

Never give your child a device. Teach them the normal ways to do things. Then, in high school you can introduce a word processor for research papers. All human brains need to be developed by a human life, first. Only then can you safely and effectively add technology.
