I think that saying may mean that the fence is suppose to remind you that anything beyond that fence does not belong to you and you should respect the right of ownership. It's drawing the lines between where you can do whatever you like and where you don't have the right to enter unless you are a guest. As someone middle aged, I grew up knowing to respect these lines. Unfortunately, it seems many in the younger generations are not learning this valuable lesson. So, good fences CAN make good neighbors, if everyone learns to respect the rules of the fence. Sadly, in Israel's story this will never happen. Especially not when the enemy is constantly at the gate.
