We do have traffic cylinders--aka "construction barrels". Cones are small and portable, but cylinders are bulky and look solid--which is useful when you want to intimidate drivers into not hitting them.

Before I watch the video, hereâs my guess:
Stacking. The shape allows multiple identical cones to be stacked on top of each other, unlike something like a cylinder which would require differing sizes. This allows for easier storage and mass transportation.
