I'm from Morocco and as a relatively undeveloped country, weather plays an extremely important role because of it's direct influence on the primary (agricultural) sector.
Agriculture contributes to about 11 to 18% of our GDP depending on the fluctuations of the weather, it is the source of revenue to more than 50% of the population and roughly 20% of our exportations.
Economic growth of Morocco is (as of now) mostly dependent on exogenous factors such as the weather.

Not the cold per se, if it were the Inuit and Greenland would be an economic powerhouse. Perennially cold weather also devastates crops and civilization. Isn't it rather the countries which alternate between hot and cold? The climate teaches them to work their tails off while it's warm if they don't want to be wiped out when winter comes around. Not to mention clear-cut seasonality promotes a sense of structure and organization of time.

If you are interested on this topic I recommend Robert's Levine Book"A geography of time.I where he describes, based on a experiment he did in 35 countries. How the perception of time changes from cold countries and hot countries and how this affects their productivity as a whole, among other things.
