The issue is that the volume wheel is also the power button, having the button face up at times while the volume wheel can spin freely creates new complex issues(not really) that cost significantly more and well, that's for Audi to deal with not VW

Answer is simple: Cost. On the VW project somebody I know was working on this saved ~0,35โฌ. Well, times 6 Million cars times 10 yearsโฆ21 Mio. โฌ - and nobody ever not bought the car because of this.

For real! Same in my Fiat 500, drives me mad. Put it straight up, use steering wheel controls, and never touch it again.
